The role of the task owners
On whose behalf does eurobahn fulfil its role as a regional rail transport provider?Since the Regionalisation Act came into force on 27 December 1993, local public transport authorities have been responsible for the organisation and financing of local public transport. This also includes local rail passenger transport, for which eurobahn currently operates five networks.
Who are the task owners?
The responsible bodies are public organisations.These are usually organised as limited liability companies. Their employees are usually salaried staff with specialised skills in law, economics and business planning. We drive on behalf of 4 task carriers:
The members of the Zweckverband Nahverkehr Westfalen-Lippe include the five Westphalian special-purpose associations ZRL, ZVM, VVOWL, NPH and ZWS.
VRR
The Verkehrsverbund Rhein-Ruhr(VRR) is the regional public transport authority for the Ruhr region, the Lower Rhine region, parts of the Bergisches Land region and the state capital Düsseldorf.
Landesnah-verkehrsgesellschaft Niedersachsen mbH is our public transport authority for Lower Saxony.
Provincie Overijssel is our public transport authority on the Dutch side under the TWN contract.
How does the system work?
The structure of regional rail passenger transport reflects the federal system of the Federal Republic of Germany.The 16 federal states create public transport authorities that organise and control regional train services with federal funding. These 27 federal authorities put transport services out to tender and award transport contracts.
Rail transport companies such as eurobahn bid for these tenders and fulfil the contracts for a fixed period if they are awarded the contract.
